  8. Title:Is Online Learning a Solution for Cash-Strapped California Schools?
According to this article, California Governor Arnold Schwarzenegger has launched a new program that all Public School to use online learning materials and no more using textbooks. He also said that by using Online Learning would reduce the cost and would save lots of millions a year.
California is a country which is giants in software and most people widely educated and know how to access through internet. He also believes that through online learning would make the curriculum standards in all public schools.
He asked the education governor to finish the online textbooks as fast as possible so at the moment they start with Science and Math books.
He also believes that schools could save 100 of millions of dollars to buy books and hire more teachers and help in reducing class sizes. Some of the people think that will it really save cost because not all students can access through internet or have computer at home. It seemed that all students must be online everyday in order to read books or do homework. Through this students student would also spend most of their time in front of computer not just reading book but might visit other websites. Not all the schools have enough software for all students but if use books all students will have their own textbooks. The entire classroom in the Public Schools must have internet access which sound cost more than buying books. It might be possible if the teachers uses Projector to display so that all students can access to it or print out to all the students might use lots of paper.
In my opinion that all students must have their own textbooks and use them if they wish to write note or on the other they can let another student burrow they books if they finish that year level. May be it possible but might need lots of budget to provide hardware for all schools and teach students how to access. It doesn’t sound that well if to use with Kindergarten schools.

  10. Title: Weapon against epidemics: Cell phones
Content: Cell phones are proving to be very beneficial and useful to developing countries in preparing for disease threats. In 2007, when east African nations had a polio attack threatening the lives of 100,000 children, Dr. Kenya was looking for a way to quickly survey and assess the situation and initiate a massive immunization campaign. They downloaded a program called EpiSurveyor., an open-source software into the cell phone and accessed it which enabled officials to gather data directly from the site of the outbreak and send it electronically back to headquarters for faster analysis. This cuts down on the time officials have to spend collecting paper surveys and analyzing them individually before they can begin treating people. Now with excessive use of mobile phones, it is estimated that by 2012, half of all residents in remote areas of the world will have mobile phones. Therefore, taking benefit of mobile phones, government health officials in more than 20 African countries, more than 800 health care workers are now trained to use this cell phone software.

A case study of online collaboration among Chinese international students in US universities
    by Xiong, Qing Liang

The purpose of this study was to: (a) explore Chinese students' collaborative online behaviors when solving an ill-structured problem, (b) investigate cultural values and beliefs that influence their collaborative online learning experiences, and (c) compare how their collaborative online learning experiences are similar to and/or different from those of US students, as documented in published literature.

This qualitative case study explores Chinese participants' online collaborative experiences during group activities. The population was drawn from Chinese graduate students enrolled in business programs in US universities. Mediated through WebBoard, each four-member team had flexibility to organize its activities to accomplish an ill-structured simulated task.

The major findings were uncovered through the synthesis of data from the two main sources: archived online transcripts and interviews. The findings revealed that through engaging in online collaborative learning, Chinese participants exhibited various types and levels of online collaborative behaviors, including planning, organizing, contributing, taking the initiative in exchanging resources, seeking and providing feedback, sharing knowledge, monitoring group process, building learning communities, negotiating, and persuading.

In addition, the findings show that Chinese participants' online behaviors and perceptions were influenced by the Chinese culture in the aspects of communication tools, instructional techniques, conflict management, language, leaders and relations, role as a contributor, and relationship building.

Furthermore, the findings reveal that Chinese participants and US students, as documented in the literature, had similar and different online collaborative learning experiences as contributors and leaders, and in relationship to building, conflict management, and communication tools. Influenced by Chinese culture, Chinese participants displayed different online collaborative learning behavior patterns: collective-oriented contributions, thoughtful consideration when seeking and giving feedback, resource-driven when providing feedback, passive in planning, reluctant to assume leadership roles, harmony preservation during conflict management, and great desire for building trusting personal relationships. Interestingly, the findings indicated that some of the Chinese participants became more influenced by westernized culture in the aspects of perceiving instructors' roles, relationship building, and active learning. Recommendations for future practices are presented to assist online instructors and instructional designers in developing appropriate instructional strategies for a cross-cultural online learning environment.
